Don't think anyone has claimed to be an expert (unless you are) - they have all just provided their individual account of their experience with Telstra. It is very clear that any rules/advice are applied/provided in an apparent random fashion, though time frames need to be taken into account - for all we know the "rules" may have changed again overnight.
I for one can state that I just walked in (~14 months ago) to a Telstra
shop, purchased a $10 casual plan sim, went
home, rang Telstra and asked for International Roaming to be activated (they said yes, no questions asked), waited a few hours, turned on sat
phone and it worked. I was not a Telstra customer (haven't been for over 15 years) and therefore had no credit history/"account", certainly didn't hand over $300.
My understanding at the time was that in theory, as a new Telstra customer, I had to wait several months until they sus me out or hand over the deposit, but obviously the rule is not applied in all cases/circumstances. This was over a year ago..maybe they have clamped down, even so you dont have to pay $300, just pay your bill on time for a set period (?) and then ask for IR to be activated, no good if you need it straight away but still an option.
